I had been having a lot of trouble registering my credit card with Google, but now I have solved the problem.
Here is how I solved the problem.

I decided to sign up for youtube premium, and when I clicked on the “try it out” button, it asked me to choose a payment method, so I chose credit card, filled out the form, and clicked save.
At the bottom, shown on the screen, like “Request failed OR-CCSEH-21” and I could not register.
I prepared 5 credit cards and worked on registration with each card, but they all failed, and 3 days went by when I could not register at all. I tried various ways to solve the problem by searching the Internet and looking at information on American English websites.
In fact, all of these five cards are definitely valid and I use them on a daily basis.
Some of the answers from the Google Help Center are:
Is the card not expired?
Did you enter the card number correctly?
Make sure you have not reached your credit card limit.

None of them apply to me at all, and I was wondering why they are not working, even though I can use them normally.
I looked at various sites and found very few sites that described the “request failed” error, and all I could find were other ways to resolve the error.
These days continued, but after 3 days I was scrolling through my phone screen and noticed an icon for the “Google Pay app”. (Not Google Play)
I had never used the Google Pay app before, so I didn’t even know such a thing existed.
I opened it and found a place to enter my Google account, so I entered it, and then I saw the “Payment Method”.
I had tried many times to register my card with Google Pay on my browser and failed, so I didn’t have high expectations, but I tried to register my card with this Google Pay app. (NEITHER GOOGLE PLAY NOR BROWSER)
Then I got a message like “Payment method has been added” (I don’t remember the exact text of this message, sorry).
After this, I opened the youtube app and went through the process of registering for premium.
I just entered my card number and the expiration date, 3-digit PIN and name were automatically displayed.
Then I clicked on “purchase” and to my surprise, I got a message like “purchase completed” and I was able to register for premium.
I don’t know what went wrong or why I couldn’t register in the end, but I can only imagine what happened this time.
The card information registered in the Google Pay app, not Google Pay on the browser was valid.
So,
The card information entered on the Google Pay screen in the browser may not be saved even if you click “Save”,
I think that’s what I mean.
If you are unable to register your card for payment on Google, try completing the registration process first with the Google Pay app.
